Mandela Secession Proposal (first) is defeated.

A referendum question in predominantly African-American Boston neighborhoods, it asks if those neighborhoods should secede from Boston to form an independent city to be called Mandela. The proposal is defeated by a margin of 35,178 to 12,225. A similar referendum question is defeated in 1988.*
